ext-ei-session-v1: Add new protocol

This is a more involved alternative to !356.

  • It also works for toplevels
  • It allows the client to establish the EI connection via the protocol
  • It requires the client and compositor to remap coordinate spaces
  • It only supports one region per EI connection
