ext-ei-region-mapper-v1: Add new protocol

This protocol allows clients to associate EI region mapping ids with compositior regions.

For clients using the screencast portal, the screencast portal emits events associating pipewire streams with EI regions.

This protocol provides the same information to clients that do not use the screencast portal. For example, clients using the image copy capture protocols.
