governance: Clarify 'member'

We were using 'member' to generally mean 'member project', but this
wasn't super clear, and sometimes it also meant an individual person.

Clarify it such that project vs. individual is clear where it's
relevant, leaving 'member' only for when it's not relevant.

1. Membership is extended to projects, rather than individuals.

for that project who can be reached to discuss protocol-related matters.
4. During a vote, if two points-of-contact for the same member disagree, the
member's vote is considered blank.
