Switch the build system to Meson

Aaron Plattner requested to merge aplattner/libvdpau:master into master

In keeping with the trend of other freedesktop projects moving to Meson, I'd like to switch libvdpau over as well. This merge request also enables continuous integration testing, although for now it just makes sure that it builds.
