[next] modules: add new module-filters-api to enable smart filter policy
This MR ports the filters-api MR from master (!499 (closed)) into the next branch.
The filters configuration is done in policy.conf
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
