Fix lookup_dirs with WP_LOOKUP_DIR_ENV_DATA or WP_LOOKUP_DIR_ENV_TEST_SRCDIR

Torge Matthies requested to merge openglfreak/wireplumber:mr/fix-lookup_dirs into next-rebased

Putting WP_LOOKUP_DIR_ENV_DATA or WP_LOOKUP_DIR_ENV_TEST_SRCDIR into flags caused lookup_dirs to only look at environment variables, and ignore the default directories.
