EXT_shader_image_load_store: fix and improvements

Pierre-Eric Pelloux-Prayer requested to merge pepp/piglit:ext_shader_image_load_store_rework into master

Rework the tests so that they pass on Nvidia and amdgpu-pro drivers.

This includes bug fixes in the test code and also interpreting the spec like they do (see comments in compute_imageAtomicDecWrap and compute_imageAtomicIncWrap).
