vk/all drivers: enable VK_EXT_headless_surface on all platforms except Windows

Windows is excluded as it currently doesn't build wsi_common_headless.c; see !21932 (comment 1824462)

Passes dEQP-VK.wsi.headless.* and improves the number of WSI tests that can run in CI.
