meson: move idep_xmlconfig_headers to xmlpool/

Eric Engestrom requested to merge eric/mesa:meson-xmlpool into master

That's where xmlpool_options_h is defined, and this way we can make sure nobody starts making use of it in the future :)

Small cleanup I forgot to do in !2490 (merged) and noticed immediately after merging it 🤦
