Produce releases from CI for Ubuntu 22.04

This is an initial CI pipeline setup that releases .deb files for Ubuntu 22.04.

More improvements will follow, especially reducing the .deb size since it has a lot of binaries that we probably don't want to ship for regular usage with Monado, we should be able to reduce the final package to around ~2MB.
