drm/backend: add support for cursor hotspots 

Enables DRM_CLIENT_CAP_CURSOR_PLANE_HOTSPOT and sets the cursor hotspots on the
cursor plane so virtualized drivers can accelerate mouse movement.

Closes: wlroots/wlroots#3776
