fallbackswitch: Add manual stream control mode

Add properties to report and notify on stream health changes, and a mode where the app can control the stream switching by setting the active-pad property manually.

This is useful for modifying the policy of fallbackswitch stream choices, and to synchronise switching of multiple fallbackswitches
