ci: set cerbero trigger job timeout to 4h

Tim-Philipp Müller requested to merge tpm/gst-plugins-rs:ci-cerbero-trigger-timeout-increase into main

Default seems to be 1h which is fine if it's smooth sailing but too short if it's a busy time.

4h value matches the one from the monorepo.

(Might take that long if lots of things need to be rebuilt because something changed but no artifact cache has been built yet after the change was merged in cerbero in the post-merge pipeline.)
