net/quinn: Port to quinn 0.11 and rustls 0.23

This MR bumps quinn and rustls deps of the net/quinn module. Testers and comments are welcome.

Also, we probably want to clean up the changes to deny.toml and cargo outdated in .gitlab-ci.yml that were introduced in this commit 58106a42.
