net/aws: use aws-sdk-transcribestreaming

François Laignel requested to merge fengalin/gst-plugins-rs:aws-transcriber-sdk into main

Switch from manual webservice client impl to aws-sdk-transcribestreaming.

I suggest renaming the source folder as transcriber since this is already under the aws folder.
