wpevideosrc: Improved auto-plugging support

Setting LIBGL_ALWAYS_SOFTWARE=true will now be detected during caps negotiation and allow raw caps to be used. This is useful when loading wpe:// uris in uridecodebin in combination with non-gl elements.
