ci_template.yml: Use the new docker cerbero-fedora image
This has nasm temporarily added in it using !179 (merged) to allow cerbero!320 (merged) to pass, after which we can revert that MR and create a new docker image using just Cerbero bootstrap.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
