docker/cerbero: Temporarily add nasm to the system setup (forrealz)

Purpose is to break the circular dependency between the docker image, gst-ci, and cerbero's bootstrap definition.

We will later install it as part of the cerbero bootstrap step when generating the image after cerbero!320 (merged) is merged.
