Improve MR note visibility of the compare link

Sergi Blanch Torné requested to merge sergi/ci-uprev:MR_note_compare_link_visibility into main

Even the note contains a sentence with a link to the compare link that is also in the commit message body of the uprev proposal, it escapes into view. By having this sentence in its own paragraph and with the link formatting from GitLab, the visibility can allow reviewers to see it clearly.
