u-root-container: bump deps to podman v5.3.1 and netavark 1.13

This MR is based on !82 (merged) and bumps podman to v5.3.1 and netvark to v1.13.

We are leaving mcli to its July release for now, since we should re-architecture our code to drop the binary as a whole.
