meson: Use the standard dependency mechanism to find bzip2

Jordan Williams requested to merge jwillikers/freetype:meson-bzip2-pkg-config into master

This follows standard conventions in Meson by using the pkg-config file. This change allows the Conan package manager to switch to the Meson build system.
