h264parse: add support for Precision Time Stamp in SEI messages

Brad Hards requested to merge bradh/gstreamer:ylatuya/gstreamer-pts_sei into pts_sei

This addresses the allocation for data, the copying of the uuid, and adds a test.

It also has some formatting fixes, which I'm less enthused about, but appeared required for the git commit hook and didn't do much harm. More than happy if you want to drop that though.
