shell: Make sure external cursor control selection is always updated

Christoph Haag requested to merge haagch/xrdesktop:always_update_external_selection into main

Previously we only cared about either VR controller control or external cursor control. Now we want to allow switching from an externally controlled cursor to vr controllers, where the selection border was not updated before.
