meson: add subproject fallback for libxcvt

Not sure I am following, do you plan to make libxcvt a bundled library in the xserver?

No, this MR just allows to drop a libxcvt checkout in subprojects/libxcvt/ if it's not installed on the system. This is very similar to what's already done for a bunch of other deps: https://gitlab.freedesktop.org/xorg/xserver/-/blob/master/meson.build#L71
