keyboard layout switching does not work with XWayland

I've configured Gnome such that keyboard layout is switched from US to German while AltGr is being pressed. Under X11, this works for all applications but under Wayland it works for Wayland applications, but not for X11 applications.

I've reported this as Gnome #2289 before and am bringing it here because Peter Hutterer conjectured that it's due to XWayland missing some XKB notification to the clients.
