Add meson build system

Alan Coopersmith requested to merge alanc/cf:meson into master

Add option to build with meson

Also updates the gitlab CI config to test both build type and compare the generated output/installed files.

Includes small fix to autoconf build to make the site.def files match and be usable by Imake.
