gitlab CI: Add libtool to required packages

Merged Alan Coopersmith requested to merge alanc/libxvmc:config into master

At least until the autoconf build is dropped in favor of meson

Not sure why it was missing before, or what other dependency managed to make it be installed on the system anyway.
