This defaults to building both libraries just like the autotools build does. It makes use of the meson xorg-module for building the man pages, which has still not landed.
This depends on the still unmerged meson xorg module here, which needs review to determine what the right next step for it is: https://github.com/mesonbuild/meson/pull/9372
