gitlab CI: add a basic build test

Merged Alan Coopersmith requested to merge alanc/libxcursor:CI into master

Also includes:

  • Convert COPYING from ISO-8859-1 to UTF-8
  • Fix spelling/wording issues
  • Build xz tarballs instead of bzip2
