Resync _XcursorThemeInherits with libXcursor

_XcursorThemeInherits was originally copied from libXcursor. This MR resyncs with the current version, bringing in the changes to _XcursorThemeInherits from libxcursor@897213f3 & libxcursor@f807ac9c.

diff -uw shows no difference between the two copies after these changes are applied.
