nls: consecutive cs number in en_US.UTF-8/XLC_LOCALE

After KOI8-R ct_encoding in XLC_LOCALE was deleted, cs6 is lacked in the file but xlibi18n/lcGeneric.c:load_generic() checks the consecutive cs numbers and it does not load more than 6 and many encodings do not work. To fix this issue, cs is renumbered after 6.
