(two commits) remove some obsolete locale names, and add the Cuban locale name

The first patch removes some Norwegian and Yugoslavian locale names that have been obsolete for more than fifteen years. And the second patch adds the es_CU locale name for Cuba, fixing issue #57 (closed).
