(three commits) group things better, add some comments, drop ineffective sequences

The first patch groups a few characters in a better way, aligns some trailing comments, and adds comments for most of the Unicode blocks.

The second patch removes several commented-out compose sequences.

And the third patch moves the Jamo sequences to their proper order in the Unicode blocks.
