treewide: #if -> #ifdef

Yusuf Khan requested to merge YusufKhan-gamedev/xf86-video-nv:if_to_ifdef into master

I think the latest version of gcc got stricter in regards to this for some reason.

Found this compiler error while trying to fix the 30+ issues with nv on my modern system. Cant check if this really does anything to make it compile as my room is being used for guests right now.
