Add xorg.conf option to disable high-resolution scrolling

Might be worth adding an xorg.conf option (not as property, just a static conf) to disable high-resolution scrolling and use the low-res events instead as a temporary workaround. Mostly depends on how many applications we'll find that use the scroll events incorrectly.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
