configure: Make xf86misc support disabled by default

Alan Coopersmith requested to merge alanc/xset:xf86misc into master

Require --with-xf86misc to enable it.

The server side of the XF86-Misc extension was removed in the xserver-1.6.0 release in 2008, so this code is unusable on most systems now.
