Adding a relatively generic gitlab pipeline that verifies xrefresh can be built (via debian:latest)

Also included in this PR is a Dockerfile that is capable of building xrefresh in a similar manner as the pipeline.

P.S. I'm new to this community, open to suggestions, and glad to contribute.

Thanks, but we ended up setting up our own build pipeline using common templates & infrastructure in the meantime.
