setting panning with xrandr does not cause the desktop to be redrawn

Using xrandr 1.3.2 on an X550 video card.
After enabling panning I expect the desktop to be redrawn using the whole of the new region available (like after a mode change). It isn't. There is no visual change when the panning area is increased. When the mouse pointer is moved into the new area, the new area is completely black, not even any background.
Example command,
xrandr --fb 1600x1200 --output VGA-0 --mode 1280x960 --panning 1600x1200
