documentation: improve utility descriptions

This patch improves system manuals by providing descriptions for the xkbutils modeled after their descriptions in the readme and setxkbmap, and improves consistency by syncing these descriptions in the readme.

After working it out in my local man pages, I ended up typing everything in the web IDE because I couldn't get the authentication tokens to work... sorry about the signed off trailer and thank you for your patience.
