Fix --with-systemd-daemon option

Alisson Bruno requested to merge alissonbruno/xdm:fix-systemd-option into master

The Autotools is generating an inconsistent Makefile, where it does
not remove the Type=notify and NotifyAccess=all bits from the
systemd unit file (xdm.service.in).

The reason is that the AM_CONDITIONAL that checks for the
USE_SYSTEMD_DAEMON always evalutes to true.
