rules: fix the DTD - only one description is allowed

Peter Hutterer requested to merge whot/xkeyboard-config:wip/dtd-only-one-description into master

There's no use-case for having multiple shortDescriptions or descriptions, afacit.

@svu: I'm assuming this was just a typo? Or is this intentionally different?
