rules: mark all extras as "exotic"

Peter Hutterer requested to merge whot/xkeyboard-config:wip/extras-are-exotic into master

We have the DTD for it, let's use it!

We may never be able to retire the {base|evdev}.extras.xml files, but at least we can mark the extras in the XML itself rather than relying on the filename to differ between them.
