Divide areas, by the Caps key works
Where all the 4 row of key are letter, must the caps working all layer.
Where only 2 row of key are letters caps works only 1st-2nd level switcher
Where no caps need, area definied as "FOUR_LEVEl"
Because of that the decimal numbers are at level 4, the "ralt+caps" switches should work there.
