added colemak-dh to latam layout

This provides the Colemak-DH (ANSI) for the latam layout (https://colemakmods.github.io/mod-dh/)

justification has already been laid out in detail here: !144 (merged)

It would be cool for latin american layout users to be able to use this popular variant, hope it can get included.
