Change layout ara(mac-phonetic) to ara(mac-phonetic-nodeadkeys)

Wismill requested to merge wismill/xkeyboard-config:wip/fix-ara-mac-phonetic into master

The newly created layout misses a hamza dead key. Since this dead key is not yet available, make clear the layout has no dead key.

Added a TODO to remind to add the dead key variant ara(mac-phonetic) when the hamza dead key will be available.
