Adding the Polish Mazovia layout

This is the linux port of the layout that was used in Poland before the '90s, when market got flooded with cheap IBM compatibles. It was used on all Polish typewriters and on several computers produced in the '80s, most notably on the Mazovia systems, from which the layout inherits the name. the creator's web page
