Czech layout following to what is actually printed on the keyboard

This is what a typical Czech keyboard looks like, link. It is different compared to layout defined by ČSN 369050 standard.

Currently, this repository provides "basic" layout following the standard, and "qwerty" which modifies the "basic" to something similar to what is on today's market.

This PR brings what is on the market.

I named those layouty as Windows flavout since Windows has got the same layout to what is on the market.

I am open to any naming discussions, etc.
