Lots of feedback on moving layouts from base.extras.xml to base.xml

Based on the feedback, the location has been changed:

double quote,
apostrophe
section sign
grave

General fixes:

fixed indication of keyboard layouts as (ru, en)
removed identification of layouts as Cyrillic and Latin
moving layouts from base.extras.xml to base.xml
added translations for keyboard layouts
