symbols/ca: correct the placement of ł, Ł, and § in official CSA layout
One year ago, commit 9aceb340 swapped ł and Ł for no reason, and replaced § with ẞ because this seemed more logical. Both changes were wrong because the CSA layout is an official Canadian standard. Therefore revert these changes.
