add a Tamil InScript layout with Arabic numerals, and make it the default
As documented in merge request !388 (closed), the international Arabic numerals are used far more often than the local special Tamil numerals, so make the main Tamil InScript layout use Arabic numerals, and add a layout with Tamil numerals as another option.
